William Goad aka Bill aka Billy aka David Scott aka George Healey was possibly the countries most prolific child rapist.

1980 Jun 30 Goad Second Child Sex Conviction, for indecent assault, indecency with a child, gross indecency and attempted indecent assault, he was made the subject of a suspended sentence [75]. 1980s early. The report by PSD notes that in the early 1980s the Task Force conducted observations on Goad’s house “as a result of intelligence received believed to be regarding underage sex at the address”[1] . One of the two officers who carried out the observations told PSD investigators he recalled how a Detective Constable [Mike] Foulden was seen going to the address. An Inspector who led the operation, but who has since retired, also confirmed Det Con Foulden’s unexpected presence at Goad’s home. Paul Wyatt notes that other officers had flagged Det Con Foulden up to senior officers in the early 1980s for his possible links to Goad, yet he was later given a significant role in investigating allegations against the market trader [1]

1986 Paul Wyatt has bitterly complained that in 1986, when he was collected for interview by two officers about the abuse he suffered at the hands of Goad. One of them was Det Con Foulden. During the trip to the police station, he said the officer said to him: “We’ve heard that Billy Goad popped your cherry”. As a result of this comment, and others during police interview, Paul felt he could only reveal a small part of the abuse he suffered [1]. “Foulden threatened me with a charge on an incident which involved me and someone else. “The only way he could’ve found out about it was from direct contact with Eddie Pratt, a man closely linked to Goad, who was later exposed by BBC Panorama as a paedophile. 1987 Apr 23 Goads Third Child Sex Conviction. Plymouth Crown Court [29]. Goad convicted of three counts of indecent assault on Mr Wyatt. Three other offences being taken into consideration. Sentenced to six months imprisonment, suspended for two years [29] [75] [18]. In 1987 Goad was sentenced to six months, suspended for two years, for the three counts of indecent assaults on Wyatt. He was found not guilty on sexual assault charges on six other boys [1]. Wyatt fears these other boys were also interviewed – and put off giving a fuller account – by Det Con Foulden. He said: “Foulden interviewed several boys. “He was one of the main investigators. “Goad got not guilty’s on all but my charges.”[1]

1994 Mr Paul Wyatt makes full disclosure of sexual assault by Goad [29] after seeing Goad in the city centre, accompanied by a “young blond-haired boy, no older than eight years.” He said: “It dawned on me that Goad was still abusing young boys and I felt strongly that I had to stop no matter what the cost to me, so I made a full statement to another CID officer.” This statement fully disclosed the abuse he suffered, how Goad had raped him and others, how Goad had made friends with Paul’s friends, lent Paul’s father money to start up a business venture, had supported the Scout group Paul was in before blackmailing Paul in procuring his own friends into starting working for him.“He told me that my father’s business was failing and if I did this for him he would stop the bank from taking my family’s home and all our possessions. I gave the police names of other victims" [29]

1996 Confidential meeting regarding allegations against Goad and “prominent men in society” who “have or did have associations with this ring” [29]. Mr Wilson counselled many of Goad’s victims who came to him suffering substance abuse. Hearing their testimony led him to be a vigorous supporter of their campaign for Goad and others to be brought to justice. Revelations by a victim of Goad were shared at that meeting by a consultant psychiatrist with two CID officers and a child protection officer, noting how the young man revealed that Goad’s house was “kitted out like a boys’ club”. Boys were given payment of BMX bikes for the abuse they suffered and some boys’ parents had their debts paid or overlooked. Other boys were taken away for weekends by Goad “and associates”. The minutes state: “The weekends away were spent in other large cities such as London and Manchester where the boys were shared with other men in these cities. The boys were threatened to keep quiet and were paid off. It appears some prominent men in society have or did have associations with this ring.”The minutes warn that: “Given the nature of this ring and the prominence of some of its members confidentiality was vital. 1996 to 1997 – Further allegations against Goad formally made by two victims to police leading to Operation Emotion 2 [29].
1997 One of those who did make a statement to the police in late 1997 was Ray Zolla [64] Spelling out the full horror of Goad's abuse was hard. But then came nothing, no major inquiry or news of an arrest, no support for the victims. As months went by, there was no sign Devon and Cornwall Police had grasped the scale of Bill Goad's abuse [18].
1990s late In the late 1990s the force conducted its biggest ever child abuse investigation. [+] More than 300 people made allegations against 190 people from 41 residential care homes. Four former Forde Park staff were convicted after trials and sentenced to a total of 22 years in jail. However, Ms Thompson said there was no cross referencing between the investigations [29] In the Forde Park case only a handful out of a couple of hundred perpetrators were prosecuted [90].

1998 Dec 25 Christmas Day Goad victim Phillip Egar, aged 28, took a heroin overdose, a few months after he had given police statement [74].
1999 Oct While he was on the run, Goad travelled to Spain to meet Kenneth James Gorvin, associate and business partner of over 30 years. There they struck a deal. What exactly they agreed isn’t known, but what is clear from the company documents is that Bill Goad resigned from the business and transferred his shares. Ken Gorvin became the sole director of a new company in which he and his family hold all the shares [74].
2003 Goad ventured back to the UK and stayed at this hotel on the outskirts of Plymouth, he was caught and arrested on his way back from a meeting with Gorvin and lawyers to discuss the Cornish market’s trading hours. It was then police found out Goad was booked into the hotel under his false identity. It was by credit card in the name of Kevin Gorvin, his business partner [74]
2003 Jun 4 was arrested At the time he was travelling on a train. When arrested he said to the officers, "What chance has a man got if some little junkie accuses him of sexually abusing them after 15 years? They're just after compensation. That's what's it's all about" [75]. Goad arrested on train in UK on false passport. After Herald reports he has been charged 10 more victims come forward [29] Goad possessed a Pattaya country club membership card, a Pattaya International Hospital Card under a false name, a Krung Thai bank card using the same false name, and information suggesting a link to an address in an area of Thailand. Police also found that he had been booked into the Holland Inn hotel in Saltash as under the same false name [29].
2003 Jun/Jul After Goads arrest he underwent heart surgery. He was interviewed by Police, but declined to answer questions. He read a statement out, in which he denied the allegations [75]
2003 Ms Thompson revealed she and Det Con Livingstone had met with a high ranking officer who congratulated them on their work after Goad’s arrest in 2003. “He told us – ‘watch your back – you will come across brick walls’.”She admits there was a sense that Goad was untouchable and protected by people who had “sold their soul to the Devil”. She added “I got the sense I wasn’t going to be a popular person in the police. I was told they [Goad’s victims] were all ‘loose cannons’ [29]

2004 Sept 3 Plymouth Crown Court, on re-arraignment he pleaded guilty to fourteen counts of buggery with a person under the age of 16 and to two counts of indecent assault upon a male person, the substance of the indictment [75]
2004 Sept 3 A Professional Standards Department [Devon and Cornwall Police] investigation has found that a “policy book” entry for Sept 3, 2004 states “all new victims making contact with the police post the plea and direction hearing [of Goad] will have their crimes recorded and will be provided support through the Plymouth Victim support services. All details to be held on the file post the trial” [29]
2004 Det Con Livingstone told The Herald that during investigations “[we found] some kids were told by police that they were ‘lying little queers’.”He added; “I heard stories about boys being held down, of parties of men turning up, paedophile rings. Some [of the men] were older, older than Goad. They would’ve been in charge at the time. He learned from them, learned tactics and contacts.”[]
2004 Sept Goad jailed for life [29]
2004 Oct 4 Goad 4th Child Sex Conviction was sentenced to life imprisonment for each of the offences of buggery, with an order that he serve six years and two months imprisonment before being considered for parole. We emphasise those words. It was not before he be released; it was before he be considered for parole. He was sentenced to concurrent terms of three years’ imprisonment for each of the offences of indecent assault and to twelve months’ imprisonment for the offence of obtaining property by deception. He was also ordered to pay a total of £50,000 towards the prosecution and defence costs. One offence of buggery and one offence of indecent assault was taken into consideration [75]

A paedophile who boasted of beating his own "record" of sexually abusing 142 boys in a year, has been given a life sentence at Plymouth Crown Court. William Goad, 60, of Ford Park Road, Plymouth, was described in court as a "voracious, calculating, predatory and violent" paedophile. He owned two houses overlooking school playgrounds, set up play areas, and ran a camping club, as well as approaching children on the street. He even offered some boys a £50 "finder's fee" to introduce him to their friends. Goad raped these children in his home, his warehouse, his van, on camping trips and in a cottage in Dartmoor, buying their silence with drugs, money, sweets and toys, and threatening violence if they told anyone. 2004 Oct 5 BBC [22] Paedophile is told to pay £50,000. Ford Park Road, Plymouth. Goad was told on Tuesday to pay £20,000 towards prosecution costs and £30,000 towards his defence team's costs. At a brief hearing on Tuesday, the court heard that Goad had £26,325 in his bank account, with a further £25,000 due to be transferred within 21 days.

When he discovered police were on his trail he fled, using a false passport, and moved to Thailand where police believe he carried on abusing children. He later returned to Britain on a false passport.

Nov 2004 In November 2004, Ms Thompson attended an Adult Protection Case Discussion with a senior police officer, Community Drug Service worker Phil Wilson and a senior Primary Care Trust lead. During that meeting, Mr Wilson “mentioned that the names of other men that have been brought up by the Goad victims as being involved in abuse.” He asked: “Are these people going to be investigated? Do the victims need to make new statements? [29]
2004 Nov 9 BBC [41] Paedophile evidence 'not followed up '. The Detective Chief Inspector who ran the operation to catch him, Michele Slevin, said intelligence gathered from the Goad inquiry was followed up but without success. "At the end," said DCI Slevin, "we were only able to charge Goad with 'offences committed with others unknown' because other offenders hadn't been identified or located at that time. "And obviously we weren't going to suspend Goad's trial for the sake of identifying or locating any other offenders"
John Livingstone, one of the detectives involved in the Goad investigation, told File On 4 that dealing with new evidence brought forward by victims since his conviction had been problematic. "They [the victims] do say they were abused by other men, sometimes instructed by Goad and sometimes involving him."A lot of what we've got is first names and places and to tie it all up is a logistical nightmare. "We can go round the country to talk to victims who were abused here but we wouldn't have the facility to investigate further. That would have to be done on a national level." ++<

Manchester Gay Village with Lifeshare. It’s one of the few outreach schemes in the UK aimed at keeping in touch with young male sex workers. It’s run by Tez Clegg. They are in touch with 35 male prostitutes , but there are a lot more. Pimp takes them to Blackburn, Crewe, Stockport, Wigan In September, the pimp forty year old Raymond Colin Hawthorne was jailed for seven years.
Sara Swann, who has researched child prostitution and advises government policy-makers, says local authorities often turn a blind eye to the problem. Manchester’s Area Child Protection Committee were asked why there appears to have been so little done to tackle the issue of teenage boys selling sex on the streets. It’s the body responsible for implementing government guidance to try to prevent the sexual exploitation of youngsters. But they refused to be interviewed or even to issue a statement. Tink Palmer, a former principal policy officer at the children’s charity Barnardos, Manchester’s failure to act is not untypical, and that’s an open invitation to child sex abusers.

Urry: Although he’s the only one who’s been jailed, File on 4 has discovered that Britain’s most prolific paedophile wasn’t acting alone. Goad was part of a network of child sex offenders, stretching across the UK. There’s some evidence to suggest it may be an international ring. One of his victims, Ray, says he was forced to have sex with other men at Goad’s instigation. 5 other men Manchester with Goad all sexually abused him. Ray once passed out once on railway line due to drugs.
Livingstone: We are aware that Goad travelled regularly to places like Thailand. He would often take boys on holiday to America. There is some intelligence to say that he actually wanted to retire to America and start businesses up there, so what connections he’s got over there it would be impossible to say without further inquiries.
Phoenix Survivors Shy Keenan. Mr Goad’s money, because we know that it didn’t just disappear, it’s been relocated, then it needs to be found. Secondly, we feel that there were other people obviously connected to Goad and his activities and those people need to be looked into and properly investigated. The fact is that many of these men are mentioning the same names and giving up similar information, and they don’t know each other, so they certainly have valuable information, and I am not finding it difficult to understand it, and I don’t find it vague. The rules, the information, the laws, everything is in place for them to be able to deal with it. Also, you know, there’s plenty of advice out there from lots of us for the victims of these networks. If they don’t choose to take it, there’s really not much we can do. But the fact is, if you leave these people to go on and on, you will end up with loads of cases like the Goad case. I mean, we’re talking about hundreds of victims. There really shouldn’t be an argument about whether or not we can afford to stop these people. We absolutely have to, because we can’t afford not to.
Urry: We wanted to ask the Association of Chief Police Officers about the questions raised by this programme, but no-one would be interviewed. A spokesman told us the chief officer who speaks on these issues wouldn’t comment because he wasn’t familiar enough with the individual cases. Those cases demonstrate that investigations aren’t getting to the perimeters of paedophile networks, or catching more offenders.
The Detective Chief Inspector who ran the Goad inquiry, Michele Slevin, insists they are doing their best. Much more [42] [73]
2004 Nov 10 BBC [61] Police reject abuse case claims. [However] only three people were identified either by name or nickname, as being involved in allegations of sexual abuse. "The allegations against all three of these men have been investigated, however, there proved to be insufficient evidence to charge any of these individuals." There had been no shortcuts in the six-year investigation into the offences committed by Goad, said the force in a statement. William Goad, who used to run a market stall at Par near St Austell.. However, Shy Keenan from Phoenix Survivors, the group representing Goad's victims, told BBC File on 4 the number of offenders still at large who were connected to Goad were in double figures. She claimed there was no evidence of fully resourced follow up investigations into these criminals. "I don't accept that the information has been vague, and I would say categorically that names have been given of other men involved in this. "I don't believe Devon and Cornwall police have done all they can in this particular case. There is much more they should still do."
2004 Nov c. 17 Days later Panorama received a long letter from Parkhurst Prison. Remarkably Bill Goad told us he too thought he’d been treated leniently, let off with a fairly short tariff. [74]
2004 after Goads conviction Paul Wyatt founded the Operation Emotion support group which he said heard from hundreds of Goad’s victims. Paul said: “These men were refused the opportunity of making a statement. They were given crime reference numbers and a telephone helpline number to ring. Of the 17 men who originally were part of the trial which led to his eventual conviction, some had named other paedophiles connected to Goad who had also abused them. This information eventually led to the convictions of many other paedophiles in the last few years.Paul said: “I was abused by at least two men who weren’t connected to Goad. Other boys who were being abused by Goad frequented these two men’s addresses and Goad would go to pick them up there. I was as well. I was abused at their homes in St Budeaux in the 1990s [29]
2005 Jan 12 cathyfoxblog [75] William Alexander Goad Court of Appeal. Rejected. The sentencing judge fixed the minimum term by starting with the proposition that if he were sentencing in relation to those offences of buggery the determinate element of the life sentence would be 18 years. From that, he made a deduction of three years (or one-sixth) to take account of the plea of guilty. He was then required by law, as he explained, to reduce that figure by half to take account of the element of remission and to deduct from it 16 months, which the offender had by then spent on remand, which left a sentence of six years and two months.

Pre 1998 that system was the responsibility of Devon Social Services until it changed to Plymouth City Council.
Ian Gibbins Social Security records showed that he was seeing Goad, a known sex offender in 1980s. John Baker was Director of Social Services Plymouth City Council 2005. Ian went to Glenbourne Unit, Psychiatric Unit .
Ray Zolla knew of abuse by Goads friend Bob. The programme checked that out and he was a sex offender and he had faced the same indecency charges in 1980 where Robert was known to his victim as Bob.

Danny Salmon was a key witness against Bill Goad, but he’s also one of several boys who’ve named another man, a paedophile with a long record called Eddie Pratt. But the police never did trace Eddie Pratt. It took us less than a day to find a man of the same name running a bar in Brittany.

The law says victims of abuse have to sue within six years of turning 18. For Ian Gibbons it’s too late, he’s too old, and he’s been warned his record may put off the Criminal Injuries Compensation Authority. They make awards to victims of violent crime, but not always if they themselves have gone on to offend. Howard Webber Chief Executive, Criminal Injuries Compensation Authority for more than 40 years since the scheme has been set up, that people with a serious criminal record should be refused compensation unless there are good mitigating circumstances. If you’re raped as an 8 year old boy, is that a good mitigating circumstance?

2005 April Operation Faber launched to investigate Pratt, Peter Norsworthy and three others [29] After the programme was broadcast in February 2005, the force took action – and gave Ms Thompson three months off from her new post in Cornwall to assist Det Con Livingstone to investigate the claims, under the banner Operation Faber [29] As they conducted a series of video interviews the names of both other victims and abusers were revealed. But again, she said she was told not to go beyond the boundaries of the investigation and stick with a small group of suspects. She said she ignored the expectation she should take details over the phone, and would instead visit alleged victims face to face, to continue making video interviews. As a result of the work by Ms Thompson and Det Con Livingstone, Peter Norsworthy was convicted at Plymouth Crown Court in 2006 and jailed for 15 years for a series of vile sexual assaults, including nine rapes [29]
Paul said: “I was abused by at least two men who weren’t connected to Goad. Other boys who were being abused by Goad frequented these two men’s addresses and Goad would go to pick them up there. I was as well. I was abused at their homes in St Budeaux in the 1990s. The association is mounting a campaign to try to persuade parliament to change the law on time limits, which is denying redress to thousands of victims of sexual and physical abuse. In England and Wales, the time limit for suing over a deliberate assault, including rape, is six years from when the incident occurs or, if later, from when the victim turns 18. There is an alternative route for those abused in children's homes or schools - suing the management of the institution or the council responsible for it for negligence for failing to protect the victims. Here, a different time limit applies: three years from the date the victims knew the incident caused them harm - or, for a child, three years after reaching 18. That time limit is extendable at the court's discretion, but lawyers say this is rarely exercised. Griffiths left the Midlands and moved to Plymouth in the 1980s with his second wife Pat. But he regularly returned to the region to visit his family. He did not hold down regular employment but worked for Midland Counties dairies in the 1960s and was a lorry driver for a while, as well as working with Goad. Arthur Birch was convicted of seven indecent assaults on children and three serious sexual offences, and was jailed for eight years in 2001. The former care worker at the Tennal Assessment Centre in Har-borne, Birmingham, was one of five men jailed for a total of 3 7 years for carrying out a campaign of sexual abuse. Re effects on victims. The authority invariably argues a victim's own criminality bars them from compensation for their suffering. Sgt Livingstone argues the abuse they suffered preceded any criminality – and often helped create it. "One guy came into the room as the top dog of the prison. He had this big pony tail. He thought we were there to speak about some offence. "I happened to mention Goad and he physically shrank. In Pattaya he lived with two Irish travellers, aged 15 and 16, whom he had known for several years, and he paraded them around gay haunts in Boyz Town and Sunee Plaza. It is understood that a number of bar owners in Sunee Plaza knew his real identity and why he was wanted by British police.

Former Detective Constable Shirley Thompson, the woman who nailed loathsome Goad, has accused police chiefs of ignoring active child abusers while huge investigations are launched into those already dead. She says police have never done enough to trace Goad’s accomplices. But Shirley and several of Goad’s victims maintain there is a larger “paedophile ring” associated with the businessman who was once worth £25million, and they are still at large. But she said victims often referred to a much larger group of people who also abused children or helped Goad. She said: “A number of them mentioned being gang-raped by more than four people. “Could anything more have been done with this information? Yes. “I personally know of about 30 people who called to claim Goad had abused them after he was sentenced and were dealt with by phone interview. “If they were interviewed face to face, much more information could be gleaned.” Goad went on the run from 1998 until his 2003 capture. Shirley claims reports in the pervert’s case file suggested police knew where he was living while he was at large but didn’t arrest him. She said: “I saw a file that showed they knew he was living in Ivybridge, Devon, under the name David Scott. “Between 1998 and 2003, he was living in Pattaya, in Thailand, under the name George Healey. Again I saw a report which showed police knew about this.” Goad was caught when he returned from Thailand to visit the UK and used a credit card which showed up as of interest to the police. He was arrested on a train from London to Plymouth.

Police have admitted that the hundreds of men who have contacted police since Goad was jailed in 2004 have never been fully interviewed and could hold key information on possible associates of Goad. Police sources have said the Goad re-investigation had the potential to dwarf the current Savile inquiry. Confidential documents seen by The Herald have also revealed that as far back as 1996, police were aware of allegations that Goad was part of a paedophile "ring" which included "prominent men in society". The same document notes how boys were "threatened to keep quiet".
A "strategy meeting" between police, a consultant psychiatrist and a drug rehab worker in June of that year notes that boys were disclosing how Goad "and associates" were taking boys away to London and Manchester "where the boys were shared with other men in these cities". The confidential report also notes how boys said they were "threatened to keep quiet and were paid off", adding "some prominent men in society have or did have associations with this ring". The Herald has learned that the PSD report, which was passed to the Independent Police Complaints Commission, led to Devon and Cornwall Police's Deputy Chief Constable David Zinzan asking the force's Criminal Case Review Team to "draw up a terms of reference for a new police investigation" which aimed to "address the conclusions highlighted" within the report. The reports also highlighted concerns around record keeping central to the original investigation's remit, revealing how a key "policy book" – which contained decisions about why no action was taken against alleged paedophiles – could no longer be found. It noted that of six names given by Mr Wyatt during a video interview on April 5, 2005, only one – Eddie Pratt – was subsequently investigated. The report found there was "no paperwork, policy book or any other documentation... to comprehend the rationale for this." Pratt took his own life the following month and was believed to have left a note reading "Ha ha". The report admitted that "as no account was ever obtained from these victims [who have come forward in the intervening years] it is not known if they were abused by anyone else other than Goad." Det Sgt Mark Metherell from the Professional Standards Department told The Herald Mr Wyatt’s complaint against police raised “number of concerns surrounding the investigations Devon and Cornwall Police undertook in 1987, 1995 and 2005 into the paedophile William Goad” “Following consultation with the IPCC Commissioner, Rachel Cerfontyne, Deputy Chief Constable David Zinzan has asked for the Devon and Cornwall Criminal Case Review Team to draw up a terms of reference for a new police investigation which will seek to address the conclusions highlighted within the Professional Standards Department investigation.”Det Insp Mike Cooper has now been appointed as the Senior Investigating Officer to “investigate allegations made during and since the previous enquiries.”He said: “I will be managing a very experienced team of specially trained officers seconded from the Plymouth Sexual Offence Investigation Unit, the Public Protection Unit and the Major Crime Investigation Team. Shirley explained “the CPS said we couldn’t run with any more.“The interviews and statements showed there were more victims and more offenders out there.” However, she said: “A senior officer said to my boss ‘put a lid on it and concentrate on Goad’.“When I asked ‘when are we going to do Norsworthy and the others named?’ They said ‘we’re not’.”Allegations about victims being forced to ‘snatch’ other victims in different parts of the country as they were driven about by Goad were also left un-investigated. A Professional Standards Department investigation has found that a “policy book” entry for Sept 3, 2004 states “all new victims making contact with the police post the plea and direction hearing [of Goad] will have their crimes recorded and will be provided support through the Plymouth Victim support services. All details to be held on the file post the trial”.She has now revealed that her growing frustration at the force’s refusal to investigate potential suspects named by witnesses saw her break ranks and contact the BBC’s Panorama in the hope of shaming Devon and Cornwall Police into action. After the programme was broadcast in February 2005, the force took action – and gave Ms Thompson three months off from her new post in Cornwall to assist Det Con Livingstone to investigate the claims, under the banner Operation Faber. As they conducted a series of video interviews the names of both other victims and abusers were revealed. But again, she said she was told not to go beyond the boundaries of the investigation and stick with a small group of suspects. She said she ignored the expectation she should take details over the phone, and would instead visit alleged victims face to face, to continue making video interviews.
Locations where boys were abused, such as a venue in Blackpool, were ignored. Allegations he had taken boys on trips to America were also ignored. She said Goad’s background was also not considered relevant, including his own claims that he had been abused while at Forde Park approved school in Newton Abbot. In the late 1990s the force conducted its biggest ever child abuse investigation. More than 300 people made allegations against 190 people from 41 residential care homes. Four former Forde Park staff were convicted after trials and sentenced to a total of 22 years in jail. However, Ms Thompson said there was no cross referencing between the investigations. She said: “Someone should have gone to Thailand and got his computer. There’s an immense possibility and probability that there was communication between him and other paedophile offenders in Britain. “I could work to the end of my days just linking one interview to another. Cases which have been out there for at least 30 years have just been left.”Ms Thompson’s greatest concern is why there appeared to be such difficulties in bringing Goad to justice. In 2008, Det Con Livingstone told The Herald there had been previous investigations into Goad but “they didn’t go anywhere. Why that is I can’t say.” Ms Thompson revealed she and Det Con Livingstone had met with a high ranking officer who congratulated them on their work after Goad’s arrest in 2003. “He told us – ‘watch your back – you will come across brick walls’.”She admits there was a sense that Goad was untouchable and protected by people who had “sold their soul to the Devil”. Ms Thompson said that although the original investigation into Goad – Operation Emotion – began in 1994, it appeared to take years to take a handful of statements. Devon and Cornwall Police have launched a fresh investigation into the allegations, nine years after market trader Goad was jailed for life. It follows a complaint by one of his victims that previous inquiries ignored claims made by himself and other men about other alleged abusers. Police have admitted that the hundreds of men who have contacted police since Goad was jailed in 2004 have never been fully interviewed and could hold key information on possible associates of Goad. Confidential documents have also revealed that as far back as 1996, police were aware of allegations that Goad was part of a paedophile "ring" which included "prominent men in society". An internal police investigation into the complaint concluded that the original inquiries were carried out to the standards appropriate at that time, but there was a recognition that protocols had since moved on. One of the detectives on the original inquiry – former Detective Constable Shirley Thompson – has revealed that at the time she repeatedly voiced concerns to senior officers that other paedophiles linked to Goad were still at large. However, she said she heard an investigator being told to "put a lid on it and concentrate on Goad". The complaint made by Paul Wyatt, one of Goad's victims, in November last year led to an internal investigation by the force's Professional Standards Department. It found that while the force correctly followed its policy at the time, there remains the "possibility" that other victims "might have also been abused by other offenders and thus the lack of any police action has potentially meant these offenders have retained their liberty and continued their offending behaviour". Mr Wyatt said: "I want other victims to be listened to and given the opportunity to make a statement. The terms of reference for this new investigation need to be transparent and open, rather than hidden and lost. Only then will justice be done and this case properly laid to rest." Det Insp Mike Cooper said: "I will be managing a very experienced team of specially trained officers seconded from the Plymouth Sexual Offence Investigation Unit, the Public Protection Unit and the Major Crime Investigation Team. In 2005 Ian was allowed some access to his social service files. He was horrified to find notes which clearly stated that social workers knew he was being visited by Goad, referred to as "Billy Goad – sexual offender". Ian's then foster carer said she had become concerned after he had spoken about a man called Bill. Ian had apparently told his foster carer Goad was a "millionaire and would give me whatever I wanted". Ian said that by the time he was 13, Goad would regularly take him to different locations around the city to carry out the sexual assaults. He said Goad was even able to visit him while he was at St Luke's boarding school in Teignmouth. Ian said what angered him in later life was learning that social services had clearly been aware he was in regular contact with a known sex offender – but nothing was done. "They [the police] knew about Goad. They would make little comments when I was being arrested, when I was 10 or 12. Stuff like 'you're one of Goadie's boys, you're one of Billy's boys'. It was a joke to them." Ian paid tribute to drug counsellor Phil Wilson, who worked as a Primary Care Trust rehabilitation leader in Plymouth, but whose life was cut short in April 2009 in a traffic collision. Ian said it was Phil's tenacity and overriding concern which saw the Goad case progress, having heard first-hand from numerous clients about Goad's offending which drove so many young Plymouth men to drugs, self-harm and suicide. Phil knew Plymouth police weren't doing enough," Ian said. "He went to Exeter [police] and asked why wasn't Goad being arrested."
Later Ian was confronted by armed men he believed were sent by Goad. He said: "I was walking down the street and a car pulled up. From the passenger front seat a guy pointed a sawn off shotgun at me and said 'your daughter would look good in a small white box'. She was only one-and-a-half at the time. Then the guy said 'drop your statements'. How did they know I'd done more than one statement? Who could have got that information?"

A LONG-running quest to see victims of Britain’s most prolific paedophile financially compensated for the abuse they suffered may have come to an end – because his final estate amounted to just £50,023. A public notice had been placed in The Herald on October 31, 2012, and saw Plymouth solicitors Fursdon Knapper act for the executor – Peter Goad, William’s brother. They appealed for anyone who had a claim against the estate to contact the firm before January 7, 2013. In the mid 1990s Goad launched Ben’s Playworld, a childrens play zone hosting a range of activities aimed at two to 12-year-olds, including mega-slides, giant tubes and a massive ball-pond. After conviction, staff said he used to spend a lot of time at Ben’s Playworld.

Goad himself used to boast to his victims that he was untouchable. As a result of a complaint by Paul Wyatt, a victim of Goad’s whose testimony was key in securing his conviction, detectives from Devon and Cornwall Police’s Professional Standards Department (PSD) studied allegations that police officers were seen going to Goad’s address while he was under observations by a officers from special “Task Force”. One officer, who has since died, is repeatedly mentioned in the report and his action have been described as “suspicious” and the decision to have him be part of a later investigation into Goad’s abuse as “concerning”. The report by PSD notes that in the early 1980s the Task Force conducted observations on Goad’s house “as a result of intelligence received believed to be regarding underage sex at the address”. One of the two officers who carried out the observations told PSD investigators he recalled how a Detective Constable (Mike) Foulden was seen going to the address. An Inspector who led the operation, but who has since retired, also confirmed Det Con Foulden’s unexpected presence at Goad’s home. When police finally raided the property, believing they would find incriminating evidence such as video recordings, they instead found nothing, except “Masonic material”, he report says. The officer carrying out the observations told PSD investigators that “it appeared that Mr Goad was expecting the police”. The retired Inspector also told PSD investigators he believed the operation might have been compromised by Det Con Foulden. The matter was referred upwards to another senior officer.
Paul has bitterly complained that in 1986, when he was collected for interview by two officers about the abuse he suffered at the hands of Goad. One of them was Det Con Foulden. During the trip to the police station, he said the officer said to him: “We’ve heard that Billy Goad popped your cherry”. As a result of this comment, and others during police interview, Paul felt he could only reveal a small part of the abuse he suffered. He did not make a fuller statement until 1994, which saw the launch of a new investigation.
He said: “Foulden threatened me with a charge on an incident which involved me and someone else. “The only way he could’ve found out about it was from direct contact with Eddie Pratt, a man closely linked to Goad, who was later exposed by BBC Panorama as a paedophile. Police finally launched Operation Faber into Pratt and others in April 2005. Eighteen days after Paul gave a video interview, disclosing his abuse at the hands of seven men, including Pratt, Pratt committed suicide by hanging in France. The operation [ended?] in the jailing of Peter Norsworthy for 15 years for nine counts of rape. In 1987 Goad was sentenced to six months, suspended for two years, for the three counts of indecent assaults on Paul. He was found not guilty on sexual assault charges on six other boys.
Former Det Con Shirley Thompson said the PSD investigation still leaves questions unanswered. She said: “I still would like to know the justification for not going to Thailand to seize Goad’s computer after he returned to the UK under a false name. “It could have given us a lot of information. “We know he was sending e-mails and had access to a computer, because we had access to information he was sending them to his business partner in England. “If he was a major drug dealer they would’ve had an officer on the next aeroplane. “But the rape of young boys? They were not even going to suggest it. It was a case of “put a lid on it” because they were frightened allegations of corruption were going to come out. “Why was there no investigation of Goad’s Blackpool trip where he procured boys? No investigation into allegations about Goad’s journeys to other cities with kids being kidnapped and abused? “Why was Goad allowed to live under an pseudonym in Ivybridge before he fled to Thailand? “If Goad did not know police were after him, why did he use a pseudonym?” In September last year, The Herald exclusively reported how the former detective had repeatedly urged her bosses in 2004 to go further with the investigation into other alleged abusers linked to Goad, but to no avail. She said she had first heard Det Con Foulden mentioned in the 1990s in relation to another case. She said: “I was a probationary officer, dealing with a nuisance phone call case. The woman mentioned a man who was linked to boys’ homes. She said Det Con Foulden would go ‘dining’ with this man on a weekly basis. “Years later the man committed suicide after a boy made allegations of abuse. “I heard there had been surveillance years before so I contacted the detective who made the surveillance. “The detective said I wouldn’t find any of it, saying ‘some people are untouchable’. “I went to a CID officer asking what should I do with the information I was being given by this woman about this abuser. The detective said leave it with me, but came back later and said if I valued my job, I should burn the lot.” “I do believe there was a corrupt officer who compromised the initial inquiries. “There is still so much that needs answering. “As Paul has said before, there should be a public inquiry. “I believe that because of complacency, neglect and corruption, it led to a decade more of boys being raped by Goad.”

Operation Rayon was launched last July after an official complaint by Paul Wyatt, whose evidence helped secure a life sentence against paedophile trader William Goad, the former owner of Cornish Market World and Ben’s Playworld. Paul said the Rayon investigators had done “an absolutely brilliant job”, speaking to more than 40 witnesses across the UK, gathering a mountain of intelligence about potential suspects and, in Paul’s words “police did everything right this time”. The team began by reviewing the previous investigations into Goad – Operations Emotion 1, Emotion 2 and Operation Faber, not only to find out what had been done, but to understand “what lines of inquiry were not considered appropriate at the time and why”. More than 40 witnesses were interviewed by the handpicked team of specialist detectives, with officers travelling across Devon, Cornwall, Sheffield, London, Dorset, Kent and Bedfordshire. Police have admitted their new inquiry has looked at a number of named men, believed to be up to six men, and several more who were “partially” named or identified by alleged victims. In addition officers have learned of a property in Plymouth being rented and sublet to potential vulnerable victims who were allegedly abused there. Det Insp Mike Cooper said that while these allegations were “intrusively investigated” over the next 10 months and while numerous victims and witnesses were interviewed, it did not result in the arrest or prosecution of any suspected offenders.
He said: “The reasons why we did not formally proceed against any suspected offenders has been fully explained to victims. “Although the investigation has formally now closed we have constantly reminded the victims and witnesses that we have interviewed that our door is always open if they want to disclose in the future.” Fifteen victims linked to the original Goad case – who were spoken to by the previous investigation team, but whose evidence was not progressed through the courts at the time – were indirectly contacted by Operation Rayon investigators via other agencies. However, Det Insp Cooper said none of these men wanted to revisit that part of their lives. Though the Operation Rayon team gathered a mountain of intelligence and carried out numerous interviews, Det Insp Cooper said the team found “no obvious links to Goad or his known associates at the time.”
One included a “ginger haired man” who had worked at the Chatham naval estate was one suspect never found. Wyatt said he was also told of the one potential suspect who died during the life of Operation Rayon and he raised the possibility of police naming him.

Shirley said her attempts to get other cases fully investigated in 2004, after Goad was jailed, met with silence. It took another year – and a damning BBC Panorama programme criticising Devon and Cornwall Police – to see an investigation into other men previously mentioned. Even then, only one – Peter Norsworthy – was brought to justice. But by then she said she had been sidelined and left the force soon after suffering breast cancer. She said: “In relation to the child abuse inquiry in London, I wonder how many whistle blowers have lost their jobs or been ignored and sidelined over the years? “Now they’re talking about the Met investigating the Met over whether they protected suspected paedophile MPs. “They need specialist independent investigators, who cannot be influenced or pressured. That way no-one could threaten them with disciplinary action, threaten them with the Official Secrets Act. They would be able to go where the evidence guides them – not senior officers and not politicians.” Shirley said that despite being told not to go on fishing trips for information, she would often gather damning statements from victims before alerting her superiors. She said: “We would interview victims who led us to other victims and we’d interview them and so on. After we’d gathered the evidence senior officers would write the action up after the fact, when it should've been the other way around. When other suspect names were mentioned we were told ‘don’t go there’.

Devon and Cornwall Police have now launched a new investigation, nine years after Plymouth pervert Goad was jailed for life. Police have admitted that the hundreds of men who have contacted police since Goad was jailed in 2004 have never been fully interviewed and could hold key information on possible associates of Goad.
Confidential documents seen by The Herald have also revealed that as far back as 1996, police were aware of allegations that Goad was part of a paedophile "ring" which included "prominent men in society".The reports also highlighted concerns around record keeping central to the original investigation's remit, revealing how a key "policy book" – which contained decisions about why no action was taken against alleged paedophiles – could no longer be found. It noted that of six names given by Mr Wyatt during a video interview on April 5, 2005, only one – Eddie Pratt – was subsequently investigated. The report found there was "no paperwork, policy book or any other documentation... to comprehend the rationale for this."
The report admitted that "as no account was ever obtained from these victims [who have come forward in the intervening years] it is not known if they were abused by anyone else other than Goad."
Det Sgt Mark Metherell from the Professional Standards Department told The Herald Mr Wyatt’s complaint against police raised “number of concerns surrounding the investigations Devon and Cornwall Police undertook in 1987, 1995 and 2005 into the paedophile William Goad”. [29]

Goad was a director of Cornish Market World, and once owned shops throughout the South West, including two branches of Barbican Discounts in Plymouth. He also owned two properties in the city. It had been thought he may be worth as much as £25million. But a report into Goad’s finances a few years ago found that he was worth at most £3million, but probably a lot less. [7]
